Who Cleans the House

The problem lies in the fact that no one knows who does their share of cleaning. I do some and so do the others but the proportions of work are skewed.

D: Clean the house.
D': Get my roommates to clean the house
B: ensure that I do my portion of the work.

But, in order to Clean the house together with no complaints. I must also Ensure that my roommates do their share and in order to Ensure that my roommates do their share I must Get my roommates to clean the house. I can't both Clean the house. and Get my roommates to clean the house.
