The handling of seasonal demand

In a normal year, demand is lower than capacity during winter and spring, while it is higher than capacity during summer and fall. When demand is low we would like every order with a positive throughput to enter our system, but when demand is high we would like only orders with high throughput pr. constraint unit to enter the system.

In order to Make money I must Ensure a sufficient amount of work for the low season and in order to Ensure a sufficient amount of work for the low season I must Accept any order with positive throughput. But, in order to Make money I must also Ensure exploitation of the demand in the high season and in order to Ensure exploitation of the demand in the high season I must Only accept orders with a T/CU higher than some level. I can't both Accept any order with positive throughput and Only accept orders with a T/CU higher than some level.
