Engaging a non-agile team member in an agile team

In order to deliver value to company I must have a team with high velocity and in order to have a team with high velocity I must engage the new team member. But, in order to deliver value to company I must also have a team with agile spirit and in order to have a team with agile spirit I must not engage the team member. I can't both engage the new team member and not engage the team member.
