But, in order to ensure that NZ is a comfortable and enjoyable environment for tourists I must also improve New Zealands diversity within tourists and in order to improve New Zealands diversity within tourists I must invest money into marketing NZ to other countries. I can't both invest money into facilities in the tourism sector and invest money into marketing NZ to other countries.
