Personal Workplace Conflict

My shift leader regularly displays unprofessional and demeaning attitudes towards subordinates and consistently targets some for personal reasons. This disrupts the work environment and I must decide whether to express my unhappiness with them in hopes of them being removed from their position or play a neutral ground that is sympathetic with multiple sides in order to reduce confrontation and aggression for myself and others.

D-D'Giving my truthful views on the matter will almost certainly alienate some people and potentially cause conflict and/or aggression. Giving my views to an arbiter or impartial third party in an anonymous way that guarantees confidentiality would preserve everyone's integrity and privacy.
B-DI will appear neutral. I will not take sides and let higher authority than I resolve the situation without expressing my opinions. No one can blame me in the end for the outcome that was reached.If I appear neutral in the case then the proper channels may not have enough evidence to remove the shift lead.
C-D'This is better for my mental health and will benefit more people in the long run. This may not benefit more people. It may force others to take sides and create more division than there already is.
A-BThis is the best way to avoid conflict for myself without causing any unnecessary conflict and tension for others within my own actions. Have the HR manager handle the situation in a professional, safe, and respectful manner to avoid confrontation.
A-CThis will align with the majority view and result in long-term workplace stability. It may not be the action that leads to the shift leader being removed and then I must work in an environment that is full of tension and aggression.
